5-Fluorocytosine is a white or almost white crystalline powder with no odor or a slight odor. Its solubility in water is 1.2% (at 20°C), slightly soluble in ethanol, and almost insoluble in chloroform and ether; it is readily soluble in diluted hydrochloric acid or diluted sodium hydroxide solution. It is stable at room temperature, crystallizes upon cooling, and partially converts back to 5-fluorocytosine when heated.

Traditional synthesis methods of fluorocytosine involve a series of chemical reactions such as chlorination, amination, and hydrolysis, which have drawbacks like long processes, low yields (<70%), high costs, and high risk coefficients. The fluorine gas fluorination method can achieve the synthesis in one step with high yields (>90%), low costs, and a safe process, making it an ideal synthesis method for 5-fluorocytosine.
